Job Overview

We are seeking an experienced and motivated Finance Manager – Capital to lead the Trust’s capital accounting, capital reporting and fixed asset functions. This is a key role within the Financial Services team, supporting the delivery of major capital programmes, including the New Hospital development.

This is a fantastic opportunity for someone who enjoys combining technical capital expertise with strong business partnering and leadership skills.

Main Duties of the Job

  • Lead monthly capital reporting and ensure accurate delivery of the Trust’s Capital Resource Limit
  • Maintain the fixed asset and lease registers, ensuring compliance with NHS accounting standards.
  • Provide expert financial advice to project managers, clinicians, and senior leaders.
  • Support the development of capital business cases and long‑term capital planning.
  • Line‑manage and develop the Assistant Financial Accountant
  • Play a central role in the production of statutory accounts and audit processes.

Detailed Job Description and Main Responsibilities

Capital Reporting

  • Lead the production of monthly capital performance reports, including scheme-level analysis, variance investigation and corrective action planning.
  • Coordinate and validate monthly capital expenditure and year-end forecasts.
  • Ensure all capital reporting (internal and external) is accurate, timely, and complaint with NHSE and regulatory requirements.
  • Actively manage delivery of the Trust’s Capital Resource Limit (CRL), identifying risks and leading mitigation plans.
  • Support the annual accounts process, preparing schedules, working papers, and audit evidence.
  • Liaise with internal and external auditors to resolve capital-related queries.
  • Prepare capital elements of statutory accounts, ensuring compliance with the NHS Manual of Accounts.
  • Provide financial reports to ICT, Estates and other schemes.

Fixed Asset and Lease Management

  • Maintain and reconcile the Trust’s Capital Asset Register, ensuring accurate recording of additions. Disposals, depreciation, impairments and revaluations.
  • Manage the Trust’s lease register and ensure correct accounting treatment in line with IFRS and NHS guidance.
  • Produce annual capital charge forecasts and year-end asset valuations.
  • Lead the modernisation and ongoing development of asset recording systems.
  • Coordinate periodic asset verification with Asset Managers and follow up outstanding issues.
  • Liaise with District Valuer and external VAT advisors on asset valuations and VAT treatment.
  • Ensure compliance with HMRC Construction Industry Scheme for capital payments.

Business Partnering and Capital Programme Support

  • Act as a Finance business partner for all Capital projects – attending meetings and providing expert financial advice.
  • Support the development, review, and financial evaluation of capital business cases, ensuring all I&E impacts are understood and documented.
  • Track progress of capital and revenue business cases, highlighting risks to delivery.
  • Support the Capital Working Group, including governance, reporting, and administrative arrangements.
  • Contribute to the Trust’s annual capital plan and maintain a rolling five-year capital and equipment replacement programme.
  • Provide financial support to the New Hospital Programme, including modelling and capital planning.

Leadership and People Management

  • Line-manage the Assistant Financial Accountant, including objective setting, appraisals, training and development.
  • Provide leadership to the capital finance function, promoting best practice and continuous improvement.
  • Deliver training and education on capital finance to non-finance staff.
  • Provide cover for the Deputy Head of Financial Services when required.

Governance, Systems and Continuous Improvement

  • Ensure capital accounting policies and procedures are implemented, maintained, and regularly reviewed.
  • Support the development and optimisation of capital accounting systems and processes.
  • Maintain strong working relationships across finance, operational teams and external partners including ICB’s.
  • Communicate complex and sensitive financial information clearly and confidently to varied audiences.
